The Ss. Cyril and Methodius University in Skopje (UKIM) accepts the principles enshrined in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The principles of the Charter and the Code are implemented through a structured procedure known as the Human Resources Strategy for Researchers (HRS4R).

For Ss. Cyril and Methodius University in Skopje (UKIM), as a research-oriented university, scientific research is of paramount importance. To maintain its focus, UKIM consistently strives to adhere to European standards and principles in scientific research.

UKIM has signed the “Declaration of Commitment to the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers”.

UKIM’s Human Resources Strategy

UKIM’s Human Resources Strategy is founded on the acceptance and implementation of the principles of the European Charter for Researchers and the principles of an Open, Transparent and Merit-based system for the recruitment of researchers (OTM-R). These principles constitute an important part of UKIM’s commitment to strengthening the quality, transparency, fairness and effectiveness of its human resources management and recruitment procedures.

Open, Transparent and Merit-based Recruitment of Researchers – OTM-R policy

An important part of this process is the promotion and gradual implementation of Open, Transparent and Merit-based Recruitment practices throughout UKIM and its units. In this context, UKIM is committed to ensuring that recruitment procedures for researchers are conducted in accordance with clearly defined and publicly available requirements and criteria, providing equal opportunities to candidates and supporting objective and merit-based assessment of their qualifications, competencies and research achievements.

UKIM’s approach to OTM-R is based on the understanding that recruitment procedures should be clear and accessible to potential applicants, that information on available positions and applicable selection criteria should be adequately communicated, and that the selection process should be conducted in a transparent, fair and consistent manner. Particular attention is given to the use of clearly defined selection criteria and evaluation procedures, while respecting the applicable legal and institutional framework governing recruitment at UKIM.

UKIM accepts the policy and principles of Open, Transparent and Merit-based Recruitment of Researchers – OTM-R policy and is committed to their continuous development and implementation. Through the implementation of the Action Plan and the further improvement of its recruitment practices, UKIM aims to strengthen institutional capacity, promote equal opportunities and contribute to a professional, competitive and research-oriented academic environment.

Action plan

To support the full implementation of these principles, UKIM adopted an Action Plan, developed on the basis of the Report and analysis conducted through a Questionnaire survey. The Action Plan identifies measures aimed at further developing and improving institutional practices related to the recruitment and selection of researchers, with particular emphasis on openness, transparency, equal treatment and merit-based assessment.
