The Quality Assurance System is the establishment of standards, procedures, and methods aimed at developing and enhancing quality and achieving the highest levels of educational, research, artistic, and applied activities, as well as professional and administrative processes at the University.

The quality assurance system at Ss. Cyril and Methodius University in Skopje (UKIM) and its units is implemented through continuous monitoring of compliance with the standards outlined in the Regulation on Standards and Procedures for External Evaluation and Self-Evaluation, in alignment with the European Association for Quality Assurance in Higher Education (ENQA).

Quality Assurance Bodies at UKIM


A new structure has been established, responsible for ensuring quality at both the central and unit levels.

At the university (central) level, a Center for Quality has been established as an internal organizational unit. Within the Center for Quality, the Quality Council and the Self-Evaluation Commission operate.

The University’s Center for Quality is an internal organizational unit of the Ss. Cyril and Methodius University in Skopje, without the status of a legal entity.

The Center for Quality is headed by a Director. The position of Director of the Center has been assigned to Prof. Dr. Marina Mitrevska, a professor at the Faculty of Philosophy at UKIM.

The Director coordinates the work of the Quality Council and the Self-Evaluation Commission, prepares the annual activity calendar, organizes or initiates training sessions, prepares the annual report on the Center’s activities, coordinates activities for continuous quality improvement, and participates in the work of the Quality Council.

The Center plans, monitors, analyzes, and manages activities for ensuring the quality of the University’s educational, scientific-research, artistic, and applied (i.e., application-oriented) activities.

Within the Center for Quality, a Quality Council has been established as a professional advisory body for ensuring the quality of the University.

The Quality Council consists of nine members: six university professors from various scientific fields, one representative from among the students, one representative from the business sector, and one representative from the alumni community.

The members of the Council are appointed and dismissed by the Rector of the University, except for the student representative, who is appointed and dismissed by the University Student Assembly.

The term of office of the Council members is three years, with the right to reappointment, except for the student representative, whose term lasts two years.

The members of the Council elect a Chairperson from among the professors, with a three-year term and the right to re-election. The current Chairperson of the Council is Prof. Dr. Misho Dokmanovic, Full Professor at the Faculty of Law “Iustinianus Primus” in Skopje.

Within its scope of responsibilities, the Council prepares and proposes to the University Senate the Strategy for Quality Assurance and monitors its implementation; reviews and analyzes the results and recommendations from the Self-Evaluation Commission’s Report; provides opinions on the Annual Action Plans of the units and their Annual Reports on the implementation of these plans; proposes specific measures to address identified weaknesses; prepares proposals for improving the standards, indicators, and procedures established by the National Council for Higher Education; and adopts its own Rules of Procedure.

The Self-Evaluation Commission of the University carries out the self-evaluation process of the University and is composed of nine members.

The members of the University Self-Evaluation Commission are elected by the University Senate through a secret ballot, as follows: six members from among the teaching staff representing various academic and scientific fields of the University, and three members from among the students, proposed by the University Student Assembly.

The term of office for the teaching staff members is three years, while for the student members it is one year.

The Chairperson of the Commission is Prof. Dr. Jadranka Blazevska Gilev, Full Professor at the Faculty of Technology and Metallurgy.

The Self-Evaluation Commission prepares a Self-Evaluation Report, which includes an assessment of the current state along with proposals for overcoming identified weaknesses in the implementation of the teaching and research process. The report is submitted to the University Senate at least once a year.

In its work, the Self-Evaluation Commission collaborates with the self-evaluation commissions of the individual units.

Within each unit of the University, a Quality Council of the Unit is established.

The Quality Council of the Unit consists of five members: three members of the teaching staff of the unit, one student, and one representative from the business sector.

The members of the Unit Council are appointed and dismissed by the Dean or the Director of the unit, except for the student representative, who is appointed and dismissed by the Faculty Student Assembly. The student member of the Council from the scientific institutes is appointed and dismissed by the Director of the Institute.

A member of the Council from among the teaching staff may be appointed if they have prior experience in conducting self-evaluation, evaluation, or accreditation processes in the country or abroad.

The term of office of the Council members is three years, with the right to reappointment, except for the student representative, whose term lasts two years. The Council members elect a Chairperson from among the teaching staff for a term of three years, with the right to re-election.
