Memorandum of Cooperation Signed between the University "St. Cyril and Methodius" in Skopje and the Ministry of Local Self-Government

On 20 October 2025, the University 'St. Cyril and Methodius' in Skopje, represented by the Rector, Prof. Dr Biljana Angelova, and the Ministry of Local Self-Government of the Republic of North Macedonia, represented by Minister Zlatko Perinski, signed a Memorandum of Cooperation at the premises of the University 'St. Cyril and Methodius' in Skopje, which aims to strengthen and enhance mutual cooperation, to contribute to the utilisation of scientific, professional and other resources, as well as to establish cooperation with the Resource Centre for the Support of Municipalities.

The aim of this collaboration is to open up new opportunities for the development of highly skilled personnel, as well as to utilise the scientific, professional, material and technical, and other resources of mutual interest to the Ministry and the University, with a view to:

development and enhancement of the capacities of the signatory parties through training, seminars and workshops;
scientific, research and professional support from experts at the University of the units of local self-government;
involving experts and students from the University in the activities of the Resource Centre to support the municipalities;
exchange of expertise, knowledge and good practices in work;
joint participation in national and international projects;
Support for the processes of digitalisation and modernisation of the services of the two signatory parties;
holding meetings as required and preparing appropriate professional analyses.

The signing of the Memorandum of Cooperation with the Ministry of Local Self-Government opens up a broad field of cooperation that will influence the activities of the Resource Centre for supporting municipalities.

The signing of the Memorandum of Cooperation will strengthen and intensify the already good cooperation between the Ministry and the University, and will also be a good foundation for creating a team of experts who will be available at the Resource Centre to support the municipalities, a concept supported by the Government, through the Ministry of Local Self-Government, with the aim of improving the capacities of the municipalities and providing long-term, professional and sustainable assistance to local authorities.
